The Fine Print Report
Moderate fine print. The monthly caps limit the headline rates.
Bonus rates capped every statement periodImpact level: High
"Unlimited cash back", but each bonus rate stops after $300 to $500 of spending every statement period
The page says there's no limit on how much cash back you can earn, but the footnotes cap each bonus rate per statement period: 5% on the first $500 of groceries, 4% on the first $300 of transit, 3% on the first $300 of gas and 2% on the first $500 of recurring bills. Spending above those amounts earns 1%, and unused room doesn't carry over.
Why it matters: The most the bonus rates can add is about $40 a month. A household spending $1,000 a month on groceries earns 3% on that spending, not 5%.
Medical: 8 days, none at 65+Impact level: High
Travel medical covers only 8 days, and nobody 65 or older
Emergency travel medical covers up to $5,000,000 per person for the first 8 days of a trip, but only if everyone covered is 64 or younger on the departure date. Conditions that weren't stable in the 90 days before departure aren't covered.
Why it matters: Anyone 65 or older, and anyone away longer than 8 days, needs separate travel medical insurance.
Welcome $480 needs $2,000 every monthImpact level: Medium
The $480 welcome bonus needs $2,000 of spending in every one of the first 12 billing cycles
The bonus is $40 per billing cycle, paid only in cycles where net purchases reach $2,000, for the first 12 cycles. A month below $2,000 earns nothing for that month, and the year's total spending doesn't matter.
Why it matters: Collecting the full $480 means at least $24,000 of spending, spread evenly across the year.
Bonus rates: Canadian merchants onlyImpact level: Medium
The bonus rates only apply at merchants located in Canada
The footnote limits the accelerated rate to grocery, transit, gas and recurring bill purchases made at merchant locations in Canada, classified by the card network's merchant category code. The same kind of purchase made abroad, or at a merchant whose code puts it in a different category, earns the base rate.
Why it matters: A hotel or restaurant bill on a trip earns the base rate, not the bonus.
No trip cancellation coverImpact level: Medium
No trip cancellation or interruption insurance
The card covers flight delay, baggage, hotel burglary, common carrier accidents, rental cars and 8 days of travel medical, but not trip cancellation or interruption.
Why it matters: If you prepay trips, you'll need separate cancellation insurance.

2.5% FX fee; refunds credited at a lower rateImpact level: Medium
Foreign currency purchases cost 2.5% extra, and refunds come back at a lower rate
Purchases in a foreign currency are converted at the network's rate plus 2.50%. Refunds are converted at the network's rate minus 2.50% on the day the refund posts, and BMO's agreement says the credit will in most cases be less than the original charge.
Why it matters: Every $1,000 spent in a foreign currency costs about $25 in fees, and a returned foreign purchase costs about the same again.
2 missed payments: 25.99% for a yearImpact level: Medium
Two missed payments in 12 months raise your rates to 25.99% and 28.99% for at least a year
If you miss your minimum payment and haven't paid it by the time the next statement is prepared, twice in any 12-month period, your rates rise to 25.99% on purchases and 28.99% on cash advances and balance transfers, for at least 12 months.
Why it matters: If you ever carry a balance, two late payments make it far more expensive. Automatic minimum payments avoid this.
Closure: BMO can take your depositsImpact level: Medium
BMO can close the account without notice, demand the full balance and take it from your BMO deposits
BMO may cancel your card or close the account at any time without telling you in advance. The total debt is then due immediately, and if you don't pay it, BMO may apply any money you have on deposit with it or its affiliates against the balance.
Why it matters: If your chequing or savings account is also at BMO, an unpaid balance can be taken from it directly.
Cash back expires 90 days after closingImpact level: Low
After you close the card, you have 90 days to redeem cash back, by phone only
Cash back doesn't expire while the account is open and in good standing. After cancellation you can only redeem by telephone, within 90 days. BMO can also amend or cancel the cash back program at any time (with notice in Quebec), and cash back earned within 90 days of opening is cancelled if you close the card in that time.
Why it matters: Redeem your balance before you close the card. Automatic deposits from $25 avoid leaving money behind.

The Verdict
The CashBack World Elite pays strong rates on groceries, transit, gas and bills, with cash back you can redeem from $1 at any time.
Each rate is capped per statement period, so the bonuses add at most about $40 a month despite the "unlimited" message, and travel medical is only 8 days with nothing at 65.
The Recommendation: Good for households with moderate grocery and commuting spending; heavy grocery spenders do better elsewhere.
