The Fine Print Report
Moderate fine print. The low rate depends on paying on time.
One missed payment ends the 0.99% rateImpact level: High
One missed payment ends the 0.99% intro rate
If a minimum payment isn't paid by the due date and is still unpaid by your next statement date, you lose any introductory or promotional rate; regular rates then apply to all remaining balances.
Why it matters: A balance transfer only saves money if every payment is made on time for 10 months.
Intro rate: online only, 10 monthsImpact level: Medium
The 0.99% rate is online-only, ends after 10 months, and cash advance fees may apply
The introductory rate applies to cash advances, including balance transfers, for 10 months on applications submitted online. Existing RBC cardholders aren't eligible. Cash advances have no interest-free period, and cash advance fees may apply.
Why it matters: Plan to repay the transferred balance within 10 months; any remainder moves to 14.99%.
2 missed payments: higher rates for a yearImpact level: Medium
Two missed payments in 12 months raise your rates until you pay on time for 12 straight months
If your minimum payment isn't made by the due date and still isn't paid by your next statement date, twice in any 12-month period, RBC raises your purchase and cash advance rates to the higher rates in your Information Box. The higher rates apply to new transactions and all remaining balances until you make 12 consecutive on-time minimum payments.
Why it matters: Carrying a balance becomes more expensive for at least a year. Automatic minimum payments prevent it.
2.5% FX markup; refunds won't fully reverseImpact level: Medium
Foreign currency purchases are converted at 2.5% over the benchmark rate, and refunds won't fully reverse
Purchases in a foreign currency are converted to Canadian dollars at 2.5% over the benchmark exchange rate; some are converted to U.S. dollars first. If you carry a balance, interest is charged on the full converted amount. If a foreign purchase is refunded, the agreement says the charge and credit won't exactly balance because of the exchange rate.
Why it matters: Every $1,000 spent abroad or online in foreign currency costs about $25 in conversion markup.
RBC can debit your other accountsImpact level: Medium
RBC can take what you owe from your other RBC accounts without telling you first
If you don't meet the agreement's payment terms, RBC can deduct amounts owing on the card from any other account you have with RBC and apply them to the card, without notice in advance.
Why it matters: If your chequing account is also at RBC, a missed card payment can lead to a withdrawal you didn't schedule.

No rewards; purchase coverage onlyImpact level: Low
No rewards and purchase-only insurance
The card earns no rewards, and its only insurance is purchase security and extended warranty.
Why it matters: If you pay in full each month, a no-fee rewards card returns more.
You pay RBC's collection legal feesImpact level: Low
If your account goes to collections, you pay RBC's collection and legal costs
Outside Quebec, if RBC uses a collection agency or law firm to collect what you owe, you must pay all of its expenses, including legal fees on a solicitor-and-client basis. An overlimit fee is also charged each statement period you stay over your limit.
Why it matters: Falling behind costs more than the interest alone.

The Verdict
The Visa Classic Low Rate Option offers a fixed 12.99% purchase rate and a 0.99% balance transfer rate for 10 months, useful for paying down debt.
A single late payment ends the intro rate, and two can raise your rates for a year.
The Recommendation: Good for paying down a balance. If you pay in full monthly, a rewards card is a better choice.
